A bunch of artists work on any given project. How many depends on the project
itself. Anywhere from a handful to dozens. There are animators, 
in-betweeners, line artists, cel painters and more! The average 
cel animation uses 12 frames per second in general, but you can 
clearly see when they are leaving it on one frame for longer than that.
A pan cel, for instance, may take several seconds, but is a single cel. 
Also you will see that there is often one cel that has several other cels 
overlaying it. For instance, there might be one face cel and a great many 
cels of the mouth moving and the eyes blinking.
