Hiya. It is very doubtful that a 1 cel or an end cel is not done by a key animator. Maybe if the scene was cut after the animation was done and the rest of the scene discarded. Cels are hardly ever painted by animators, except for very poor ones doing their own films. ^_^ They are painted by cel painters. The way to think of a key cel and key animator is like this: There are, say, 12 frames of animation per second. An animator draws out the movement for this scene, say, an arm swinging a sword. He or she draws the first frame and several of the steps between the first and last frames. Perhaps they draw four frames of a one-second movement. They will always draw the first and last frames, and some number of frames between. But wait, there are 12 frames in this second of animation, and he's only drawn four of them. Where do the other eight frames come from? Those people are called in-betweeners because they draw the frames in between the keyframes. They do not get to animate anything themselves, they just make the tiny changes that have to be made between frame 1 and frame 4 (both of which were drawn by a key animator in our example)in order for the animation to seem smooth.
