Really??  I always guessed that it was a first come
first serve thing!  They usually wait awhile to tell
you if you got it or not though...

The thing is, they don't have a dynamic system like
that of Anime Taro...but they make you put in your 
credit card number nonetheless.  I think this might
be a bit confusing.  I haven't seen anything to suggest
that someone didn't just order earlier, but I never 
really thought about it before.

I seriously doubt lottery ever crossed their mind, 
being that they're primarily a dealer of easy to get, 
mass produced items and aren't as used to or as well
equiped to sell cels.

I have been able to order with them via credit card, I 
usually found out I got a cel when it arrived on campus
a couple days later.  If I didn't get a cel, they were usually
polite enough to email me within a couple days.
