If you have a scan for it, you can put it up in this
message board, so all of the fellow collectors can take
a look and help you to identify it.
It's true that almost all production cels should have
frame numbers on the top, but once in a while, a few of
them don't have the numbers for some reasons. May be
the animators forgot to write the numbers down :)
Anyway, promotional cel is not likely, but I hope
that's not a cel made by fan.
