There is no substitute for being educated on the topic of
fake cels. While there is no definative guide out there
on how to id a fake cel; there are people out here that
know what to look for and if you just ask they will usually
be happy to share.

For the most part, spotting fake production cels isn't too
hard. Often times the cels have 1 of 2 easy to recognize
flaws. Either 1.) the paint scheme is wrong or 2.) the
cel is perfect. The trace lines are all crisp and perfect,
the paint is all perfectly in the trace lines and what not.
Where it gets tough is when you are looking at Hanken Mono
cels, which are supposed to be as close to perfect as
possible. Production cels are very rarely near perfect due
to their nature of being mass produced, there will inherently
be some flaws.

The biggest thing you can do to fight fake cels is buying
for a reputable dealer. Any dealer that has been around
for several years wouldn't risk his reputation to make a
quick buck on a fake or even questionable cel. And if
you do find out that a cel's authenticity is questionable,
a good dealer will make every effort to trace back where
the cel came from to verify it's authenticity.
