I think the lack of emails probably has to do with Vega's
limited command of English. The best thing to do is to send
a very simple polite email.
If the package was sent via EMS, Vega should be able to track
to find out what happened. And if it's genuinly lost, then
hopefully he saved the receipt and can file a claim.
I know that in the US, if you don't have the physical package
to show as evidence, then it takes about 3 - 4 months to get
your money back. Not sure how it is in Japan though.
