I'm pretty sure it's only the US post office that
is the big stickler for "no cash or cash
equivalents" and Ore doesn't live in the US. But
even that said, there's a reason everyone says
sending cash is at the buyer's risk because even
registered isn't really "safe".

Still, you do have to tell the person that their
time ran out and you resold the cel. If the
payment does somehow arrive, you'll have to refund it.
