 Umm, the feather thing should be included in 
the selection menu, either in the drop down menu 
or in that extra little window which allows you 
to adjust tolerance, anti-alias (important!) and 
such.

But I don't know about Photoshop (guess what, 
pathetic me has no Photoshop, 
AAAAAHAHAHAHAHAA!), it's Paint Shop Pro 7 I use.
