I just had my first ever non-paying bidder.

First he asks me why I haven't been active on 
Ebay in so long. Of course he doesn't do this 
before he bids and while the auction is running, 
but after it has ended and he has won. Still, in 
an effort to be helpful I explained.

Next, he sends me a payment of 10cents, and 
claims it's a 'test' to verify who I am. He then 
emails me and tells me he isn't sure he won't get 
ripped off becauze he was the victim of fraud 
recently. So he tells me he will either pay with 
Escrow, which I know nothing about, or he wants a 
mutual agreement to cancel the transaction.

I clearly stated in my auction acceptable payment 
methods and Escrow was not one of them. So I 
declined. I looked up this Escrow thing a bit, 
and to me it almost looks like after he pays and 
receives his cel, he could then claim he didn't 
get it and they would return his money. 

I dunno, it started to sound like a scam to me so 
I called it off as well. However I have never 
left anyone negative feedback and I'm pretty sure 
if I do for him, he will return the favor.

So please help...

1. Do his actions merit negative feedback? Or 
does it just sound like an overly cautious 
person? I just really feel he should have 
addressed all his concerns before he bid.

2. Is posting negative feedback on non-paying 
bidders worth the risk of having your own 
reputation tarnished? Particularly as I haven't 
used eBay in some time, I wouldn't my only recent 
feedback to be a bad one. (I have 100% rating up 
until now though)

Anyway, not sure this counts as cel-related, but 
the auction was for a cel, so please help. :)
