Heyas,

I'm pretty new to cels.  Infact I only have one 
that I just bought that I'd like to frame but I 
have a question.  The cel came with a painted 
background and is attached to the top of the 
background mat by tape BUT it's in a bag/wraping 
of some sort (which I'm sure you are all 
familliar with).  If I want to frame this cel, do 
I remove this plastic bag/wrapping thing around 
the cel?  I'm not sure what to do with it but it 
does sort of visual ripple when looking at the 
cel.
