That paint has already been destroyed. I don't 
know what got into it, because it's never 
happened before, and unless I find out exactly 
what's going on, I wouldn't use it again under 
any circumstances to be safe.

And it didn't hurt the cel at all, it just 
started dissolving all the meticulously laid down 
paint while it was wet.  The cel right now is 
fine--it just shows slight dissolving around the 
edges of the colors where I used that white 
before I switched over.  I might finish painting 
it and throw it on ebay for like ten bucks.  It 
was mostly done, and you really have to look at 
it to notice the damage, so *shrugs*
