I have an Astra 1200U. I scan my cels at 150 dpi 
into Photoshop. From there I do an Image -> 
Adjust -> Levels and change the middle value (for 
midtones) to 1.40. After that, I do Image -> 
Adjust -> Hue/Saturation and change the Master 
Saturation to +10. Then I crop, resize, etc to 
what I need. I like to use Photoshop's Crop tool 
with a fixed size so that my cels end up being 
consistent and I can automatically have it change 
to 72 dpi.
