Sailor Cosmos is a completely original piece of 
art.  If she were to have appeared in the Anime 
I'm sure she would have looked like this!
The cel is actually 2 layers.  The top layer is 
of Cosmos while the next one is the aura of 
glitter which surrounds her.  And of course there 
is another BG.
