...he's my favorite out of the batch (as I said 
earlier)...I actuall didn't like his old design 
very much ^^;; At least, not his fighting outfit; 
he looked like a flasher o.O Although...I still 
can't get over how much he looks like he's either 
a) related to the Frost Kyodai, or b) related to 
Treize (and I happen to have this theory that the 
Frost Kyodai are somehow descendant of Treize, as 
Olba looks like he's straight from teh seed of 
Treize's loins; so it all goes hand in hand, 
really). 

...or, natch, he could just be an Utena character.
