I'm not very sure if this is a norm. I guess he 
was trying to cash your IPMO and usually japanese 
bank takes around a month to process the IPMO to 
be cashed in the bank account.

I guess that's the waiting time to clear the 
IPMO?? You might want to email him and ask if he 
has already cashed your IPMO instead.
