such as Paint Shop Pro.  if you can scan at all, 
chances are that your driver is intact.  it's 
probably the scanner software going funny.

PSP can be downloaded as a free 30 day trial, and 
for Windows there's nothing comperable in terms 
of capability/price.  it's helped me clean many a 
too-dark image.
