(East) Higashi-Ikebukuro (it's quite a walk from 
Ikebukuro) for the newest anime merchandise at 
Animate, K-books, and there's more stores now. 
Tokyu Hands also has a section with some cosplay 
stuff.

Shibuya Mandarake for second-hand anime stuff.

Nakano for the cels and cosplay stuff.

Harajuku is really good for goth/j-
rock/schoolgirl cosplay stuff.

Don't forget that Ikebukuro has Seibu, Tobu, and 
Parco ^v^ Oh, and I like Isetan and Takashimaya 
too ^v^;;; <--that's for "normal" stuff though 
hehe...
