I've heard nothing about it being cel based, and
juding on the type of animation I see in the show,
it isn't cel based.  It's veeeeery expensive to
mix two types of animation, digital and cel, when
you want to achieve the same end result.  I'm sure
we'll see douga/genga from it some day.
