What it is...is that the studio wanted to save 
time and paint and made just a 'few' solid flesh 
cels and just put the other moving layers atop 
them. Its sort of like a book cel, but 
backwards. I have see it done before. The 
writing, as Rekka translated, is saying that it 
needs to be over the flesh layer.
