I am trying to figure out what this means:



It is the notation on the top of this cel:



The cel itself is painted very weird. The base 
flesh tone is painted on a seperate layer, with 
the main cel being painted everywhere. Since 
this was only a single layer cel as denoted 
by the sketch, this surprised me. I am trying to 
figure out if the notation is reflecting this or 
is something else.
