well as a german collector, I'm asking most 
people I buy cels from if it's ok for them to 
write a low value (around 40$) on the package and 
send it as a gift.

Until now I never had a problem with it, of 
course IF the package gets damaged lost or 
anything else I always mention that I would take 
responsibility because I wanted the package 
shipped that way, and so it's only insured for 
that amount of course.

But if you write the real value on it there's 
much more excitement after my experience ^^
1) For people from Germany (like me) customs take 
a high price. Often they don't know how to 
declare cels, so they want 20% of the value, (I 
think 14% is the right one), and that's getting 
pretty expensive after some orders...
(well if they take 20% you can get your money of 
course back, but that takes time...)

2) To check if really the things are in the 
package as written on it, of course customs open 
them. And well to cut a long horror story 
short ... that was the time where I said to 
myself from now on I ask the sellers to write a 
low value on the packages so that they go through 
the customs... - because if I want to damage a 
cel, I can do that on my own...

3) Packages with low value arrive much faster. 
Often over a week earlier!!! (custom here is 
slow, too)

Further for example at Anime Taro you already can 
choose online what value you want on the package, 
that's really a nice service ^^.

I'm really glad most people understand this 
problem, so a big "thank you" to all the nice 
international sellers out there!!!
