Could it be that the light effects of the energy 
power that he's holding in his hand have been 
done on computer, lightning the colors of the 
whole cel?  I don't know if that's done in that 
way, but to me the screencap and the cel look the 
same and the only difference is that one has the 
energy power in his hand and the other not.  
Maybe that's what makes the difference.
