You mentioned "hand inked" in your post, but I
just want to clarify the differences between hand-
inked and hand-painted.
Hand inking is when the animator-artist-dude
actually uses a pen and ink and draws in all the
lines on the acetate for animation. This is the
way all older disney cels were made (one of the
reason's that they are so expensive). Majority of
anime cels' lines were xeroxed off of a special
machine, onto the acetate. This was cheaper and
faster. This is also why the lines fade on
xeroxed-line cels, and not really on hand-inked
cels.
Hand-painted means that a worker at the studio
actually physically painted all of the parts
(colors - not the outlines) of the cel with a
paint brush (not a machine).
As for your question about reproduction cels, I
used to own one, and I know for a fact that the
studio pierrot one you are tempted to purchase is
a very well done high quality reproduction. It
looks just like a production cel, except more
carefully painted, and solid copy lines.
