It funny that everything that is not a production 
cel on this board is termed a "fan cel" (not 
counting official reproductions)

If a professional company of anime artists are 
commissioned to create a cel it is very hard to 
deem that a fan cel to me.

As someone that I know pointed out, maybe a 
"bootleg reproduction" may be more aptly 
define such a work.

A "fan cel" in the real sense would mean an 
anime fan or anime artist , for their own 
pleasure, creating or having made for 
personal use a cel of something that they like 
in the "likeness" of the original art. 

Professionally detailed works (or bootlegs) 
specifically used for a show, ebook, manga, or 
magazine would hardly fall into the range of a 
"fan cel" to me. 
IMO.
