Have you contacted your deputy service yet?

Personally I haven't had this happen before, so 
I don't even know what to think.  Mistakes 
happen though, and I don't believe the deputy 
would just say "tough luck" - he/she will do 
their very best to get you your cels, I'm 
sure. :)

I would think that the person who got your cels 
is probably just as anxious as you are, 
wondering where theirs are. ;)
