Ahhh shoot, you're gonna make me go grab my VCDs 
of the OVA now...  But the name of that dude is 
Quatro, Phoe's old friend from when they were 
young.  Phoe indirectly "killed" Lily, Quatro's 
sister, and that is why Quatro's after Phoe's 
head.  This cel is from eps 1-3 (of the OVA, B't 
X Neo), I'm not sure which one.  I can't recall 
the name of his B't off hand, but I may double 
check all of this for you later tonight since I 
have nothing better to do.  Found out I was not 
accepted for the JET program, so I kinda need a 
drink or at least a good dose of anime for a 
change.  As for Ron's B't, he is B't Raido, the 
really cool dragon!  If you have any other B't X 
questions, do let me know!  I love excuses to 
watch the eps again!
