Those are just two different systems of 
romanization for Japanese characters.  You can 
write it either way.  You can also use other 
characters to represent the long "ou" sound, and 
sometimes people don't even bother to write more 
than just "o" (for example, Toukyou and Kyouto, 
but nobody writes them that way).
