I think the "value" of cels are very fluid and 
can vary.  It's possible that  you can pay 
through the nose for a cel either via offer or 
auction and then try to resell it/auction it and 
only be able to fetch much less.  

A lot of it comes down to rarity of cels, 
popularity of shows & competition among bidders 
(if it's an auction).
