It is from the Ranma 1/2 ova "Team Ranma vs the 
Legendary Phoenix" ...I think that is the name of 
the episode

 That bird (Phoenix) hatched on top of Kuno's 
head and allowed him to be unbeatable so That he 
could defeat Ranma. You can see my beloved's hair 
under the bird in the cel.
