There are several places that paint fancels. I 
have had experience with two different people who 
paint professional quality fancels. I have 
several cels by both. The two I commissioned from 
were forkysanime and niisandot. Both people have 
have very nice work on thier sites, forkys hasn't 
updated in a while so the stuff they have up is 
pretty old, and here are the sites for your

Another place that you can go to find a good 
artist that you like would be cels.org and look 
at the fancel area. Lots to choose from. My 
personal favorites are forkysanime and niisan 
(hence all my commissions coming from them). Good 
luck on your search for a fancel artist. There
