If it's been 3 months and you paid through 
PayPal, I'm afraid they more than likely won't 
refund your money.  I feel you should still file 
a report against them anyway, so it will be on 
their record.

I think you should e-mail them one more time, 
telling them if you have not received your cel 
within a week, you are going to file a complaint 
online with an Internet Fraud agency.  I have 
misplaced the address, I'm afraid.  :|  But I 
know someone here at least knows it!

As for me, if I have not received an item (if 
through PayPal) within 25 days of my purchase, I 
will usually file a report and that will scare 
the seller into refunding my money or sending the 
item.

This doesn't always work, however... I've been 
burned about... $500 throughout my 5-6 years of 
online buying.  (A PS2 was one, plus random 
purchases here or there.  6 years of constant 
buying is a lot... ^^;;)

I hope you can get something out of your 
transaction, whether it be a refund or the cel.
