i think you are mondo exagerrating here.  i was at
this one cel shop where they had these
stacks of cels in boxes in the back that you could
go through.  very few were in bags that i recall.
 some of the series were old and it looked like
they had been in stacks for years.  they seemed
fine, except for some that were stuck to their
drawings.  
so i doubt that kaerra's cels will detriorate any
time soon, no matter how she stores them, which i
am sure she will store them nicely.
you also mention about cel bags; do you really
have to change them often?  i know that they
become crinkly around the painted areas, but i've
baught cels that are really old and it looks like
they've been in the bag for ages and i doubt that
the cel dealers will go around changing their bags
regularly.
