It depends if you're talking Japanese or American 
studios. The former does voice recording *after* 
the animation is complete, and the seiyuu are 
typically all in the studio at the same time, 
with both a script and clips of the scene to go 
by. 

American studios do the recording *before* and 
match the lip flaps to the spoken phonemes during 
animation.
