I have found that Chromacolour are a good source 
of materials

They make professional paints and supplies for 
animation and last time I looked even supplied 
small kits for the do it your self type of thing. 
They also have prices etc on the site. 

The only problem I have found is that it takes 
some practice to get anything to look any good.
