Actually, a lot of CG American animations are 
still done on paper first.  Either that or all 
the production drawings I have from "Anastasia" 
and some of the Disney features are all fake O_ox

  When I went to school in Los Angeles, we spent 
a lot of time doing studio tours and etc. and I 
can assure you, they still very much so draw on 
paper first ^_^x  And even then we we took our CG 
animation classes, we did all the drawings on 
paper first, and then filmed them onto computer, 
where they were later manipulated, colored, etc.
