Considering "animation" would incur that said 
item actually MOVED. I personally think that's 
even more misleading; at least FAN CEL is along 
the same lines as FAN ART and means "by a fan". 

They wanted nothing more than to have a gimmick. 
Just say "fake cel", how 'bout that? -_-
