Maybe... the seller thinks that there are 
probably people watching the relisting, hoping 
the price goes down...  and so they relist at a 
higher starting price as if to say, 'No, it's 
not going down, so you should just go ahead and 
bid now!'

...........That's craziness, but hey, people are 
crazy.
