Hi

There's Western Union available here and they can 
easily go to a bank for bank drafts. (but there's 
a commission rate tho) If I'm not wrong, there's 
IMPO too, but I haf never used it b4. Ask them to 
check it out at their nearest post office. 

Actually USPS is reliable enough and yes, they do 
insure packages to Singapore. It takes 5-10 
working days for the package to arrive usually. 
So far so good for me :)
