I think the plastic bags are just to offer a 
layer of protection to the item if it's sitting 
on a shelf, in a box, or even in a binder. But if 
it's framed, the frame will protect the cel by 
itself. Plus, if you were to frame it bagged, 
you'd have extra glare from the bag through the 
glass... and that will dampen the effect. ^_^
