any amount of cels, should claim the loss / 
profit on their tax return.  Depending on when 
you bought the cel (i.e. if you have owned it 
more than a year) the amount that you have to pay 
taxes on differs.

I haven't been able to e-file for years, my tax 
return is too complicated :(
