I don't think there are any cel shops in San
Francisco.  There's an anime video rental place in
Japantown that carries a a few from miscellaneous
series, but nothing all that great.  

As for fun things to do... you may enjoy the Asian
Art Museum.  Lots to look at for a very low price.
