I would have to agree with Sempei and Sensei.  
The rate for an average suppi cel is probably in 
the 50-100 range.  Of course that could change 
depending on the quality of the cel.  A really 
spectacular cel could go much higher.  Likewise, 
the Spinel Sun cels (his adult version) are 
generally higher.
