I wouldn't do it, especially if  I had doubts
about the situation and if the price was too high
anyway (BTW, how long after the auction end when
the seller contacted you?  Was it immediate or did
it take 1-2 weeks?).  The seller would probably
have to relist the cel anyway.  So, if you really
want it at a lower price, then try again whenever
it pops up.  That is what I would do.
