I think that you can do it either way. As long as 
the money order reaches it's destination in the 
proper form or currency requested, it should be 
no problem. In Japan, I know that you can "send" 
the money order a variety of ways, via post 
office, express, or regular snail mail. So, that 
is not an issue.
