If you use yahoo paydirect you can have the buyer 
pay the fees. They even give you the option when 
you do a money request. As for it being a federal 
offense to charge a buyer a fee to use a service 
that is bullcrap cuz paypal it's self charges a 
fee to use a credit card if you go over there set 
limit a month or if you upgrade. When you can 
some me this law in writing then ill believe it 
but i doubt you will because its dosent exist.
