I don't think it happened in a direct action to
try and avoid getting feedback... A while back
ago, I bought some DVDs from a Canadian seller.
They ended up getting lost in the mail;
fortunately, I had taken the insurance, so the
seller replaced them. However, the turnaround
time was so great (2-3 months?) that by the time
I got around to trying to leave my feedback for
them, they were no longer a registered user. I
think Ebay had suspended their account for
promoting their sales website a little too
enthusiastically, apart from their auctions.
So, yeah, it has happened before, but I don't
think that people go out of their way to get
suspended. If they were going to be dishonest
about it, they'd probably take the usual route of
working up an acceptable level of good feedback,
then really hurt a bunch of people all at once,
and pop up later with a new account. But just
because someone's deactivated--- especially
deactivated with their good credit intact---
doesn't mean that it was related to an unhappy
buyer's complaints. :o)
