This is an interesting e-bay phenominon...

I won a couple cels from an e-bay user, which all 
went well and I got the cels, but I went to leave 
him feedback and he is no longer a user!

What is to prevent a seller from selling 
something and then quickly deactivate his account 
to prevent bad feedback?  Could he then re-
activate the account a few months later?

Nothing went bad for me, but it was a little 
unexpected.  (It also means I got no feedback... 
which seems to happen too often.)
