 First, I want to say thanks for everybodys 
suggestions. I really, really appreciate them. So 
far because of your suggestions everything seems 
to work perfectly!!!!!! Thank You, Thank You.

 I found out that I was scanning my cels at 300 
DPI so I was picking up every little piece of 
dust. Also, I was scanning the pictures as a 
large file size then condensing the image. So now 
I scanned the cels at 72 DPI and Scan the cels at 
50% and the thumbs come out a whole lot clearer 
and since I scanned at only 50% I didn't have to 
shrink the images that much. WHOOOOOOO!!! Thank 
you everyone!!!
