At the post office, they did it for me. You can 
just go there, say "Hi, sorry, I'm new with this, 
could you please..." and givem the paper with the 
address on it, they'll certainly do it. Note that 
IPMO can cost a freaking lot. I pay 7 bucks at 
each IPMO I do!
