I believe what they write. It's that "we reserve 
the right to screw ya at any time" pledge you 
sign there. 
I just encountered a problem: I WAS NOT told I 
needed a US bank account. Now what do I do? My 
accepterd money is waiting for me and I can't 
charge it!  Great PayPAL!
